Our History and Background

Otri Pvt Ltd manifests the culmination of over eight years of experience in delivering reputed services in surveying and related technical expertise in the Maldives. Although, the present brand OTRI was formed in early 2018, the services of the same business had a history of operations that was carried out under the name Ocean Tree Maldives Pvt Ltd since 2011.
The business had a modest beginning with the founder Mr. Shammoon Shareef, a qualified UK graduate and a marine surveyor who started a marine survey service with a close friend. At the time, all field surveys and reports were undertaken and developed by them. However, the subsequent trust and integrity generated with the dedicated work undertaken for various clients quickly gained traction for the business that lead to the necessity for increasing internal capacity.

In keeping up with the demand and to pursue the path of dedication, efforts were initiated by the founder to expand internal capacity and to extend the available knowledge via the recruitment of exceptional individuals into the company.

The re-branding of the business under the name OTRI in 2018 coincides with these efforts initiated to revive the company with a diversified set of new extended services that reflect changing market needs with a higher internal capacity to serve. Today OTRI’s team includes full time experts and associates with extensive public sector and private sector experience with qualifications in a variety of fields including civil engineering, marine surveying, land surveying, international business management, project management, architectural and technical drafting, and environmental planning.

With the closely-knit core team of this highly experienced team of consultants, surveyors and experts from relevant fields, OTRI emphasizes both agility and efficiency in delivering excellence to clients both local and foreign. Apart from this a fully equipped office with administrative support staff is established to accommodate multiple client projects.

Within the short period since the commencement of the new brand, OTRI has generated a significant impact within the insurance and surveying industry resulting in the company being benchmarked by competitors. The company’s success in the industry is largely owed to exceptional team effort along with incorporation of new technology into its value chain. At present the application of a variety of expert softwares, specialized equipment and involvement of relevant experts into client projects are a key aspect of the company’s standard operating practice.

hammoon Shareef is the founder and Managing Director of OTRI Pvt Ltd, the Maldives’ leading independent marine surveying and loss adjustment firm. With over 13 years of operational experience across the Indian Ocean region, he has personally overseen more than 2,500 survey and loss adjustment assignments spanning marine hull, cargo, property, fire, business interruption, and liability claims.

A holder of the Diploma in Marine Surveying (UK), and a Member of the Nautical Institute (MNI), Shammoon has built OTRI into the most recognised independent surveying practice in the Maldives, trusted by both domestic and international insurers, underwriters, and brokers. He is a Member of the Chartered Institute of Loss Adjusters (CILA) UK, currently advancing to Certificate level, bringing international loss adjusting standards to the Maldivian market.

Under his leadership, OTRI has been appointed to the approved surveyor panels of leading regional and international insurers including Allied Insurance, Dhivehi Insurance, Ceylinco Insurance, and Solarelle Insurance, as well as international correspondents. OTRI continues to handle the most technically complex claims in the jurisdiction, including major resort property losses, vessel groundings, and multi-party liability matters.

In parallel with OTRI, Shammoon is co-developing Corevanta LLC, a Dubai-based consultancy firm, focused on climate risk and reinsurance advisory extending his expertise into the emerging intersection of environmental risk and the international insurance market.

Mohamed Ash-har Abdul Rasheed is a Marine Surveyor and small craft construction consultant combining postgraduate academic credentials with over a decade of hands-on technical experience across marine surveying, vessel construction, marine engineering, and operations management. He joined OTRI Pvt Ltd in 2022, contributing specialist capability in marine engineering surveys, small craft assessments, and hull and structural inspections.
Ash-har holds an MSc in Marine Operations Management (Marine Surveying) and a Master of Business Administration with Merit in Marine Surveying, both from Middlesex University London delivered in collaboration with Lloyd’s Maritime Academy. He additionally holds a Diploma in Marine Surveying with Specialism in Marine Engineering and Systems Surveys, a Diploma in Marine Engineering — both awarded by North Kent College and Lloyd’s Maritime Academy — and a Certificate in Naval Architecture from Lloyd’s Maritime Academy. He is currently advancing his technical qualifications through an Advanced Diploma in Naval Architecture and Yacht Design at Westlawn Maritime Academy. This academic profile places him among the most formally qualified marine surveyors practising in the Maldives.

His practical experience spans the full breadth of Maldivian maritime operations. As Head of Marine Operations and Procurement at Dhivehi Viuga Pvt Ltd, he led the newbuild project for the liveaboard vessel ARK NOBLE, overseeing procurement, technical inspections, mechanical drafting, and end-to-end project management. Serving concurrently as Acting Director of the Ark Fleet subsidiary, he managed survey programmes, maintenance planning, and operational oversight for an entire liveaboard fleet. He has also provided independent consultancy on fiberglass vessel acquisitions, boatyard costing, and yacht design.

Beyond marine work, Ash-har has managed large-scale survey and valuation projects across the hospitality and construction sectors, including asset inventories and risk assessments involving multi-million-dollar portfolios under tight time and access constraints.

His technical toolkit encompasses AutoCAD, Rhino, Inventor, Fusion 360, and Maxsurf, providing OTRI with an in-house vessel design review, structural drafting, and design planning capability that is uncommon among Maldivian surveying firms. He also serves as a Board Director at ROL, a telecommunications company, reflecting broader engagement in project governance and organisational management outside the marine sector.

 

Mohamed Waseem (Loss Adjuster & Technical Consultant)

Mohamed Waseem is a senior Loss Adjuster and Technical Consultant who has been with OTRI Pvt Ltd since 2018, bringing a uniquely cross-disciplinary background that spans loss adjusting, construction and infrastructure, project management, GPS surveying, and engineering consultancy.

A Member of the Chartered Institute of Loss Adjusters (CILA) UK and a Member of the Chartered Institute of Marketing (CIM) UK, Waseem holds a Master of Business Administration from the University of Bedfordshire (UK), a Bachelor of Arts in Business Studies from Charles Sturt University (Australia), and a Diploma in Business (KL), complemented by technical certificates in drafting, computing, and GPS surveying. He is an approved lecturer and instructor for Heriot-Watt University (Scotland), the University of Bedfordshire, the Association of Business Executives (ABE), and the Chartered Institute of Marketing — a distinction that reflects the depth of both his academic and professional standing.

At OTRI, Waseem handles some of the most technically demanding loss adjustment assignments in the Maldives — particularly complex resort property claims involving fire, storm damage, weather events, and tidal surge. His construction and infrastructure background gives him an exceptional advantage in quantifying damage to large-scale built assets, and he has built a strong track record in navigating contested claims and multi-party dispute resolution. He is OTRI’s specialist in bond claims and contract-based disputes under FIDIC conditions of contract — an increasingly important capability as Maldivian infrastructure development scales up and contractor disputes become more frequent and more complex.

Prior to OTRI, Waseem served as Technical Director and Head of the Technical Division at FENAKA Corporation, and previously as Head of the Projects Department at Thilafushi Corporation (later GMIZL), where he led the master zoning plan development of Thilafushi Island and supervised, evaluated, and approved all private development projects on the island over five years. He also oversaw the monitoring and maintenance of the island’s harbour facilities and shore protection infrastructure. A TOPCON (Singapore) trained GPS/GNSS surveyor for GR5 instruments, he has served as an RO (Reverse Osmosis) engineering consultant since 2007, trained by MARINCO Srl (Italy), and continues to advise architectural and design firms on technical drafting.

 

Ismail Madhidh (Loss Adjuster & Business Management Consultant)

Ismail Maadhih is a Loss Adjuster and Business Management Consultant who has been with OTRI Pvt Ltd since 2018, bringing a broad background that combines business management, construction chemicals consultancy, aviation safety, and property loss adjusting. He handles commercial property, cargo, and resort property claims across OTRI’s insurer panel.

A graduate of Help University Malaysia (affiliated with Charles Sturt University, Australia) in Business Management and Marketing, Maadhih is a Member of the Chartered Institute of Loss Adjusters (CILA) UK and a Member of the Chartered Institute of Marketing (CIM) UK. He also holds a Diploma in Business (KL) and technical certificates in drafting, computing, and GPS surveying.

Since joining OTRI, Maadhih has actively handled loss adjustment across a wide portfolio of Maldivian resort and commercial property claims — including fire, weather damage, lightning strikes, storm surge, and tidal events at some of the country’s most prominent resorts. He has adjusted multiple claims across Allied Insurance, Ceylinco, Solarelle, Dhivehi Insurance, and Amana Takaful, with assignments spanning resort property, commercial buildings, and cargo losses.

Prior to OTRI, Maadhih served as a Senior Manager at IVES Pvt Ltd, where he was closely engaged in construction chemicals consultancy alongside civil engineers. He also completed DNVGL-conducted training in Marine Hull claims, and holds substantial in-house training in Aircraft Fire and Rescue operations from his time at Maldives Airports Company. This multi-disciplinary exposure across marine, aviation, and construction environments gives Maadhih a distinctive depth of risk and damage assessment capability.

 

Ali Thahneek Ahmed (Loss Adjuster & Insurance Surveyor)

Ali Thahneek Ahmed is a Senior Loss Adjuster and Insurance Surveyor at OTRI Pvt Ltd, having joined the firm on 18 January 2021. With over 8 years of experience in the Maldivian insurance industry spanning claims handling, loss adjusting, underwriting support, and client advisory,

A Member of the Chartered Institute of Loss Adjusters (CILA) UK and currently advancing his professional qualifications, Thahneek handles the full spectrum of property, marine, cargo, engineering, and liability claims across all Maldivian atolls. His prior experience at Ceylinco Insurance Pvt Ltd and Insurance Brokers Maldives Pvt Ltd gave him a strong foundation in both the technical and commercial dimensions of insurance — a background that informs his approach to claim assessment, quantum analysis, and dispute resolution.

In addition to resort and commercial property claims, Thahneek regularly handles cargo damage, fire, burglary, flooding, mechanical breakdown, and solar/electrical equipment claims for corporate and institutional clients makes him a critical field resource for OTRI’s national operations.

Adam Saaneez (Associate Civil & Structural Engineer & Expert Consultant)

Adam Saaneez is a Civil and Structural Engineer, Project Manager, and EIA Consultant who collaborates with OTRI Pvt Ltd on a case-by-case basis, providing independent expert opinion and technical assessment on assignments requiring specialist civil, structural, and environmental engineering expertise.

A recipient of both the International Students Engineering Scholarship and the Presidential High Achiever’s Scholarship, Saaneez holds a Master of Engineering (MEng) in Civil and Structural Engineering from the University of Sheffield, UK — and brings over a decade of hands-on engineering experience spanning structural design, coastal infrastructure, environmental impact assessment, and property condition surveys.

He is currently Managing Director of ESIS Consultancy Pvt Ltd, where he leads environmental and social surveying, monitoring, and assessment across the Maldives — with a portfolio that includes 30+ Environmental Impact Assessment reports, land use planning for 10 islands, 10 bathymetric and shoreline assessments, and EIA and surveying for major reclamation projects. He concurrently serves as Associate Project Engineer at Sase Construction Pvt Ltd and Pensare Maldives Pvt Ltd, with completed projects including harbour upgrades, breakwater and groyne design, quaywall design, and water and sewerage network design across multiple atolls. Earlier in his career he served as Student Engineer at MT Hojgaard Maldives — a subsidiary of MT Hojgaard A/S, Denmark — and ConTech Maldives.

For OTRI, Saaneez provides expert opinion on cases involving structural damage to buildings and resort infrastructure, coastal and shore protection failures, construction defect assessments, high-value property valuations, and engineering disputes. His active research in hydrographic structures — shore protection, revetments, and seawalls — and his focus on sustainable engineering and low carbon buildings make him a particularly valuable resource for the technically complex claims that characterise OTRI’s resort and infrastructure portfolio.

 

Ibrahim Hameez (Associate Surveyor — Property & Construction)

Ibrahim Hameez brings a rigorous quantity surveying and construction engineering background to OTRI’s property and construction loss adjustment practice. He holds a BSc in Construction Engineering with Second Class Honours (First Division) from Sheffield Hallam University (2017) and a Pearson BTEC Level 5 HND in Quantity Surveying from the International College of Business and Technology (2015) — both qualifications formally recognised by the Maldives Qualifications Authority at Bachelor’s Degree and Advanced Diploma Level 6 respectively. In 2018, he was registered as a National Building Practitioner in both Construction Engineering and Quantity Surveying by the Ministry of Housing and Infrastructure (Registration No. BP08618), affirming his standing as a credentialled professional under Maldivian regulatory standards.

In his primary role at Maldives Water and Sewerage Company (MWSC), Ibrahim operates at the intersection of infrastructure project management and quantity surveying, overseeing cost planning, procurement, and contract administration for utility and civil works. He additionally serves as a freelance quantity surveyor to several of the Maldives’ leading construction and civil engineering firms, providing cost management and technical advisory services across a range of commercial, residential, and marine infrastructure projects.

Ibrahim has been associated with OTRI Pvt Ltd since 2019, engaged on a case-by-case basis to support complex property and construction loss adjustments. His principal contribution to the OTRI practice lies in the preparation of Bills of Quantities and detailed cost breakdowns — a discipline that is indispensable when establishing reinstatement values, validating contractor quotations, and substantiating quantum in disputed property claims. His ability to interrogate scope-of-works documents, identify cost anomalies, and produce independently verified BOQs has strengthened OTRI’s technical credibility in contractor-heavy claims and construction all-risk (CAR) assignments. Ibrahim’s dual grounding in construction engineering and quantity surveying makes him a valuable specialist resource wherever precise cost quantification is central to the loss adjustment exercise.

 

Hussain Rifau (Associate Surveyor — Marine Diving Operations & Underwater Inspection)

Hussain Rifau is OTRI’s specialist in underwater hull inspection, diving operations, and marine casualty response — a discipline that sits at the intersection of professional dive expertise and formal survey methodology. A certified Professional Dive Master with over a decade of active diving experience, Rifau has operated a dive centre and built an operational track record spanning hundreds of dives across the Maldivian archipelago. He joined OTRI Pvt Ltd in 2018 and has since been an integral member of the survey team on over 49 recorded assignments across a broad range of marine hull and loss adjustment engagements.

Rifau serves as OTRI’s primary diver for all underwater and hull bottom inspection assignments. His work encompasses condition and valuation surveys requiring in-water assessment of vessel hulls, keel structures, stern gear, rudder arrangements, and anti-fouling conditions — the kind of evidence that cannot be gathered from above the waterline alone.

Beyond routine hull surveys, Rifau has been deployed on OTRI’s most operationally demanding casualty responses. He has attended multiple capsizing, where his diving capability was essential to establishing the cause, extent of damage, and salvage feasibility. Salvage-related surveys and post-casualty underwater assessments form a core part of his field contribution, and his experience in rapidly assessing flooded, capsized, or partially submerged vessels in live operational environments is a capability few surveyors in the Maldives can match.

To complement his fieldwork, Rifau has completed the Incident Investigation Course for Surveyors conducted by DNV GL, equipping him with a structured, internationally recognised methodology for root cause analysis and casualty investigation documentation. This qualification, combined with his hands-on diving expertise and seven years of associate surveying experience with OTRI, positions Rifau as a uniquely well-rounded marine specialist — equally at home below the waterline or preparing formal survey findings for insurers and underwriters.

 

Mohamed Shabeen (Associate Diver — Underwater Operations & Salvage)

Mohamed Shabeen is a dual-certified professional dive instructor holding both SSI (Scuba Schools International) Instructor credentials (Pro ID 109930) and a PADI Instructor rating (No. 429375) — a combination that reflects the highest level of recreational and professional dive certification and positions him among the most qualified operational divers deployed on OTRI’s underwater survey and salvage assignments. He has been engaged as a freelance professional diver since 2019 and works alongside OTRI’s dive operations lead, Hussain Rifau, on underwater hull inspection, salvage, and marine civil works engagements.

Shabeen’s field experience extends well beyond recreational instruction. He has been engaged on a series of demanding underwater civil and salvage projects across the Maldives, including barge underwater clean-up operations at the Villingili infrastructure project under AFCON (August–September 2022); underwater block submergence and salvage work near Baros Resort as part of a lagoon reclamation project for Step Up Engineering (September 2022); and an underwater pipeline salvage operation completed for Step Up Engineering in September–October 2024. Each of these assignments was executed in live marine environments with documented photographic and video evidence, reflecting the operational rigour expected of professional dive contractors.

In the context of OTRI’s survey and loss adjustment practice, Shabeen provides the in-water diving capacity that underpins hull bottom inspections, submerged asset assessments, and post-casualty underwater investigations. His dual SSI–PADI instructor status ensures that all dive operations are conducted in accordance with internationally recognised safety protocols, and his experience in civil salvage and marine construction environments makes him a reliable and technically capable resource for the more complex underwater work that OTRI’s clients require.
